Check the turbo boot solenoid valve and piping. usual for these default is no turbo until the vac solenoid is activated by the ECU. Vacuum is supplied by the vacuum pump. So I'd check there's vac at the pump, then along the pipe to the solenoid then down to the turbo. And from the sound of it stay away from the dealers,
